Near the Texas coast, wind and hail coverage often doesn't come from the same place as the rest of a homeowners policy.
TWIA — the Texas Windstorm Insurance Association — is a state-created insurer of last resort that provides wind and hail coverage for property owners in Texas's certified coastal counties who can't find that coverage in the standard private market. It exists because private insurers have historically limited or excluded wind/hail coverage in high-exposure coastal areas, leaving property owners without an option unless a backstop like TWIA is available.
This creates a coverage structure that catches a lot of homeowners off guard: in many coastal areas, a standard homeowners policy from a private carrier covers fire, theft, and liability, but excludes wind and hail damage entirely. That coverage has to be secured separately — often through TWIA — which means a coastal homeowner may be managing two separate policies from two different sources to be fully covered.
Eligibility is address-specific. TWIA coverage applies within Texas's designated coastal catastrophe area, which includes the state's coastal counties and certain parts of Harris County. Whether a specific property is TWIA-eligible, and whether private wind/hail coverage is available as an alternative, depends on the exact location and isn't something to assume either way without checking.
TWIA is not flood insurance. It covers wind and hail damage only. Flood damage — a major risk along the Texas coast, especially during tropical storms and hurricanes — requires a separate flood policy, typically through the National Flood Insurance Program or a private flood carrier. A property near the coast may need three coverage pieces working together: a standard homeowners policy, wind/hail coverage (potentially through TWIA), and flood insurance.
